Rubén A. Medina

Mr. Medina graduated from Harvard College in 1980 and earned an MBA and MPH from Columbia University in 1985. He began his career with the City of New York, developing models linking Medicaid recipients to primary care networks and helping create managed care products for Sunset Park Health Care Organization and Lutheran Medical Center. He then joined PaineWebber as an Associate and later Vice President in the Capital Markets group, financing more than $1 billion in tax-exempt and taxable instruments and working on financial restructurings and acquisitions. Beginning in 1992 he moved into turnaround work, leading strategic, financial, and organizational restructurings of hospitals and health systems across the East Coast and developing full-risk capitated clinical contracts, facility conversions, MIS implementations, new product lines, capital projects, collective bargaining negotiations, and physician/hospital alignment activities.

As CEO of Promesa Systems for 13 years, Ruben engineered a complete operational and financial transformation—growing the operating budget from $7 million to $70 million and expanding annual service reach from roughly 1,600 to over 26,000 people—then led a merger that created a successor community development corporation with a >$600 million budget serving some 40,000 lives. As a partner at RC Solutions he advises for-profit and nonprofit organizations on restructuring, payer arrangements, interim management, and new product and market development. His work includes developing affordable and supportive housing, operating one of three NYC medical respite facilities during COVID (serving over 30,000 individuals), implementing integrated care models for dual-eligible patients (MAP, ACO REACH, MLTC) in NY, GA, and CA, crafting risk-based total cost-of-care contracts for ACOs/IPAs, building CKD-focused provider networks in Puerto Rico and the Northeast, serving on the NY State Task Force on Aging, and board and speaking engagements on financial and operational strategy.
